Challenge

Turning new law into efficient, systemwide execution

Upon the PACT Act’s enactment on August 10, 2022, VA faced immediate pressure to implement wide-reaching changes that affected both Veterans and frontline staff. The legislation required VHA to deliver new services, launch nationwide screenings and align internal operations — all while responding to public demand, Congressional expectations and potential confusion. To meet these demands, VHA OHT LIT established a project office to manage operations, timelines and cross-functional coordination.

The scale and pace of implementation required structured coordination, fast decision-making and a clear strategy to equip employees with accurate, timely information.

Solutions

Delivering operational support to meet legislative milestones

Artemis helped VHA quickly organize and mobilize a series of solutions that enabled efficient rollout of PACT Act requirements across the health system. Within the first nine months, the team helped build infrastructure, reduce confusion and improve readiness across VA’s workforce.

Establishing real-time internal coordination tools

To ensure accurate and timely delivery of information, Artemis launched and maintained several key mechanisms:

  • A 24/7 digital Resource Room with access to subject matter experts, activated within 24 hours of the Act’s passage
  • A weekly internal newsletter, IMPACT: Latest Updates for Implementing the 2022 PACT Act, delivered to field staff nationwide
  • Operational messaging toolkits including fact sheets, workflows and quick-reference materials to reduce inconsistency and streamline service delivery
Improving employee readiness and local change facilitation

Artemis helped identify and activate internal personnel to serve as facility-level change agents. These roles — including Change Management Practitioners and Toxic Exposure Screening Navigators — created direct points of contact between VHA policy and field operations. Artemis provided job aids, communications tools and training assets to enable rapid onboarding and execution.

Launching a phased rollout of toxic exposure screenings

One of the most visible and time-sensitive requirements of the PACT Act was the implementation of nationwide toxic exposure screenings. Artemis supported a three-phase launch strategy to manage facility-level workload and ensure readiness. The team created and distributed an implementation toolkit with standardized training, posters, scripts and FAQs to help every VA medical center and clinic deploy the screening within 90 days of enactment.

Results

Meeting deadlines and preparing VA for long-term integration

Artemis helped VHA meet key Congressional deadlines, build field-level understanding and reduce operational risk during one of the most complex legislative implementations in VA’s history.

  • Successful deployment of the toxic exposure screening across all VA facilities within the mandated timeline
  • Increased workforce preparedness and awareness of PACT Act changes through centralized tools and consistent messaging
  • Timely delivery of internal coordination resources and phased implementation plans that enabled field operations to adapt at scale
